Zimbabwe wants to be a knowledge society
The Information and Communications Technology (ICT) Bill, will put in motion the strategic plan to develop telecommunications and Internet infrastructure, and enhance capacity to produce local software and hardware, The five-year ICT plan, scheduled to start this year, aims to address issues such as cyber-security; ICT utilisation and infrastructure development; e-business and e-government; and ICT investment and partnerships.
The bill will help transform Zimbabwe into a knowledge society. The plan will get finances through private-public partnerships.

Mauritius Plans to adopt green computing
The Ministry of Information and Communication Technology is drafting a “green” ICT policy document, which will promote the concept and act as a roadmap to sustain present green ICT initiatives. INTRODUCTION


The development of the Computer Awareness Programme for the Junior Community Secondary Schools was prompted by the recommendations made by the Revised National Policy on Education of 1994. The process of syllabus development was started with a consultancy which looked into the logistics to be considered in the development and implementation of the programme. The consultancy consulted widely and reached out to a variety of stakeholders.


This is a programme which is designed to introduce the students to the use of the computer as a tool which helps to increase productivity by automating a lot of tasks undertaken in the world of work. The intention of the programme is not to produce computer experts out of the students but to give them the basic computer knowledge and basic skills to make them computer literate and enable them pursue computer studies without being intimidated by the computer.


This programme is not an end in its own, but a beginning in the building of computer skills in the secondary schools and the nation at large. After the acquisition of the skills at this level, the students will be expected to use them throughout all the other subject areas.


The computer awareness programme is not a stand alone programme but has to be infused into other subjects in the school curriculum. Therefore it has been divided into global topics or modules as follows:

spreadsheet

databases

graphics


The basic skills i.e. computer skills and keyboarding skills will have to be taught prior to the use of productivity tools. A time slot has to be created in order to accommodate this part of the Computer Awareness programme. The productivity tools will then be taught and used within other subject areas. These can not be taught given a specified time but they are best learned through practice over a period of time.


The order in which the subsequent modules after productivity tools are presented is not necessarily the teaching order. Any of the modules can be done at any time as they are not prerequisite to each other.



RATIONALE


Computers are becoming more and more common in all aspects of life. They are simply tools that help people to be more productive. More and more jobs require applicants to be familiar with computers. As computers have become more prevalent in every-day life and in the workplace, use of the computer has gained in importance over the computer itself. Botswana, like other countries, has recognised the need to increase the technological background of its people to better compete in world markets.


The Education Policy aims to prepare Batswana for the transition from a traditional Agro-based economy to an industrial economy. The industrial economy world-wide is driven by Information Technology, which uses computer technology to process, analyse and communicate information in an increasingly efficient and effective way. Thus the society must be computer aware and the work force prepared to make the best use of information technology. Computer technology when used in education encourages the development of problem solving, analytical and research skills.


The introduction of the programme within the Basic Education Structure ensures a basic level of computer competence for most, and in the long run for all young people throughout Botswana. Tomorrow’s world is an Information Technology one where information handling skills will be needed to improve the standard of learning and living. The world is becoming connected electronically by the Internet, the world-wide network through which we can all share information.


The aspirations of Botswana to become a financial centre for the region can only be achieved through the use of information technology and a populace with the necessary skills to retrieve information at the earliest possible time.



AIMS OF THE ten-year BASIC EDUCATION PROGRAMME


On completion of the Ten-Year Basic Education Programme, students should have:


1. developed competency and confidence in the application of computational skills in order to solve day to day problems.

2. developed an understanding of business, everyday commercial transactions, and entrepreneurial skills.

3. developed critical thinking, problem-solving ability, individual initiative, interpersonal and enquiry skills.

4. developed desirable attitudes towards different types of work and the ability to assess personal achievement and capabilities realistically in pursuit of appropriate career/employment opportunities/possibilities and or further education.

5. acquired knowledge, skills and attitudes in food production and industrial arts for self-reliance and self-sufficiency.

6. developed awareness and or literacy and understanding of the significance of computers in the world of work.

7. acquired knowledge and understanding of their environment and the need for sustaining utilisation of natural resources.

8. developed desirable attitudes/behavioural patterns in interacting with the environment in a manner that is protective, preserving and nurturing.

9. acquired knowledge and understanding of society, appreciation of their culture including languages, traditions, songs, ceremonies, customs, social norms and a sense of citizenship.

10. developed the ability to express themselves clearly in English, in Setswana and a third language both orally and in writing, using them as tools for further learning and employment.

11. acquired the basic science knowledge and skills, including basic knowledge of the laws governing the natural world.

12. acquired a good knowledge and practice of moral standards and health practices that will prepare them for responsible family and community life.

13. developed their own special interests, talents and skills whether these be dexterity, physical strength, intellectual ability, and/or artistic gifts.

14. acquired an appreciation of technology and technological skills including basic skills in handling tools and materials.

15. gained the necessary knowledge and ability to interact with and learn about their community, the government of their country and the world around them.

Aims of the Three-Year Computer Awareness Programme


On completion of the three years of Junior Secondary Computer Awareness Programme, students will be able to:


  1. describe and practise computer care and safety.

  2. describe the effect computers have had and will continue to have on individuals, the community and the world.

  3. name and describe the function of each of the hardware components of a computer system.

  4. differentiate between hardware and software.

  5. demonstrate basic file management capabilities, including understanding the nature of a file, opening, closing, saving, naming/renaming and printing files.

  6. demonstrate basic keyboarding skills.

  7. use a simple word processing program.

  8. use a simple spreadsheet program.

  9. use a simple database program.

  10. use a simple graphics program.

  11. differentiate different types of application software, including productivity tools, games, simulations, tutorials, and testing software.

  12. work with content-specific software as part of their own learning process.


Assessment


The assessment of the skills acquired in this course will be done through other subjects areas. The students will be asked to use computers and present their work using word processing skills. They will also be asked to make reports incorporating word-processing, database, spreadsheet and graphics. Assessment will be continuous through out the three year period. At the end, an integrated report will be designed to assess how much proficiency the students have acquired.
